Disclose Act Includes Language for Robocalls
This is great news!
I have been working with Senator Feinstein’s Staff on the Robocall Privacy Act (S.1077) which includes the provision that Robocalls must have disclosure at the start of a robocall, vs. the end of a robocall.
While S.1077 has NOT passed, the Disclose Act ( http://www.opencongress.org/bill/111-h5175/text ) or H.R. 5175 does get to some of the worst abuses of robocall lack of disclosure in campaigns.
The recently passed (House) Disclose Act includes language that would require disclosure of the party paying for the call at the beginning of the call.

(2) TIMING OF CERTAIN STATEMENT- The statement required to be included under paragraph (1)(A) shall be made at the beginning of the political robocall.
Unfortunately, the definition of a political robocall leaves out many general issue calls as the definition is limited to > http://www.opencongress.org/bill/111-h5175/text?version=rh&nid=t0:rh:415
(B) which promotes, supports, attacks, or opposes a candidate for election for Federal office.’.
